Redevelopment of Old Fairfield
Curtis Bay, Maryland
Arc Environmental prepared and submitted an application for a 25-acre, 190 parcel area referred to as Old Fairfield to Maryland's Voluntary Cleanup Program (VCP) n June 2003.
To support the VCP application submittal, Arc completed a Phase I ESA for the Site and completed supplemental Phase II investigations in October 2004 and March 2006, respectively.
Results of the prior investigations identified various environmental conditions at the Site, including numerous storage tank systems, uncontrolled dumping, drums, various regulated substances, materials and containers, surface staining, historic Site operations and concentrations of select metals (arsenic, lead, and mercury), SVOCs, PCBs, and TPH-DRO/GRO above applicable Maryland Department of the Environment (MDE) Cleanup Standards for Non-Residential soil. Additionally, MTBE and benzene have been detected in groundwater at concentrations above their respective MDE Groundwater Standards.
After review of the completed VCP application, the MDE, requested the development of a Response Action Plan to address the soil and groundwater impacts identified at the property.
The Baltimore Development Corporation (BDC) awarded segments of the properties to several area developers for improvement or expansion of exsiting area businessess. Currently, the BDC is acquiring non-City owned parcels by condemnation prior to transfer of ownership to the awarded developers.
