U.S. Parcel Post Station

Arc Environmental prepared and submitted an application for a former U.S. Parcel Post Station for Maryland's Voluntary Cleanup Program (VCP) in December 2005. To support the VCP application submittal, Arc Environmental updated the Phase I Environmental Site Assessment (ESA) for the property and completed additional Phase II investigations.

Results of the these investigations identified concentrations of metals and semi-volatile organic compounds in surficial and subsurface soils exceeding applicable State Cleanup Standards.

In addition, as part of the redevelopment of the Site, Arc Environmental performed facility decommissioning activities consisting of the indentification, removal, and disposal of hazardous and regulated substances, and abandonment of one 12,000-gallon fuel oil underground storage tank.

After review of the completed Voluntary Cleanup Program application, the Maryland Department of the Environment (MDE), requested the development of a Response Action Plan (RAP) to address the soil impacts identified at the property.

A RAP was prepared for the property in October 2007 detailing, engineering and institutional controls consisting of a containment remedy (cap) and institutional controls to mitigate the identified risks to human health and the environment at the Site.

The RAP was implemented in November 2007 and completed in December 2007. Arc Environmental completed Site monitoring during construction of the cap to ensure compliance with the RAP. A Certificate of Completion was issued by the MDE at the completion of RAP activities in March 2008.
